Big Bear Lake, CA, July 6, 2016 – Victoria Park Carriages, a horse-drawn carriage operation owned and operated by Mr. Michael Homan, had been requesting a Horse-Drawn Vehicle Permit to place a horse-drawn vehicle stand in the public right-of-way on the north side of Pedder Road, adjacent to the Teddy Bear Restaurant parking lot.
In 2013, the stand located on Pine Knot could no longer be used by the applicant. Several structural deficiencies were identified in the building and former gas island canopy, which required the rehabilitation of these structures. In order to protect the general public during this rehabilitation, protective fencing was installed around the property. The applicant was granted a temporary location for his horse drawn vehicle operation in the public right-of-way of Village Drive. The applicant, in seeking a permanent location for a stand, has found a preferred location on Pedder Road.
Victoria Park Carriages is currently approved to operate up to two horse-drawn vehicles on flexible routes throughout the City/Village under a City Council Resolution and has continuously operated since 1991. Stands were previously located on private property, including the Robinhood Inn, the eastern portion of the Village Mall and most recently, Millener’s Photo Studio.
Present Council received a presentation from staff regarding approval of a Horse-Drawn Vehicle Permit for Victoria Park Carriages for the operation of up to two horse drawn vehicles and a stand located within the public right of way of Pedder Road. Following opening the public hearing and receiving testimony from several members of the public in support of Victoria Park Carriages, present Council further discussed the item and unanimously adopted a new Resolution allowing the stand in the new location.
